The overall average service charge budget rate for OSCAR 2007 calculated from the total database was £1.11 per sq ft (£11.95 per sq m) compared to £0.92 per sq ft (£9.90 per sq m) in OSCAR 2006.
The highest rate was £4.72 per sq ft (£50.81 per sq m), the lowest £0.15 per sq ft (£1.62 per sq m) and the standard deviation is expressed as £0.68 (£7.32).

Percentage budget components and rates (£) by park class
- Management costs as a percentage of expenditure declines from Bulky Goods to Shopping Parks while the rate per sq ft/m varies. The Management Fee on Bulky Goods Parks is ahead of all others.
- Energy costs rise as a percentage of expenditure and rate per sq ft/m across all Park classifications.
- Landscape Maintenance as a percentage of spend only falls between Retail and Shopping Parks, although it increases in monetary terms across the range (Bulky to Shopping).
- Security costs increase across all Park classifications both in terms of percentage of expenditure and rate per sq ft/m.
- Promotions are concentrated in the Shopping Park classification with only a small amount in other classes.
- Overall, the Soft Services costs increase across the range of Parks Classes as both a percentage of expenditure and a rate per sq ft/m.
- Hard Services fall as a percentage of expenditure from Bulky to Shopping and as a rate per sq ft/m Shopping Parks are lowest and Retail Parks highest.
- Income is generally at a low level although is noticeably higher in Retail Parks.
